The Ministry of Energy (MoE) was established in March 2020 due to its strategic importance to allow for a more focused implementation of various programmes, projects and activities

The vision of the Ministry of Energy is “To be a dynamic, high performance, consultative and client focused department that promotes, builds and ensures sustainable development, utilization and management of energy resources in Malawi”

Mission

The mission of the Ministry of Energy is “To fully satisfy public need for quality modern energy services by effectively governing and facilitating the development of a robust, sustainable and efficient private sector-driven energy industry.”

Who we are

  1. Provide overall leadership in matters of downstream energy activities
  2. Oversee the reforms in the energy sector and ensure these reforms are executed efficiently
  3. Ensure energy statistics are compiled by all institutions mandated to do so and collected by MOE and that these are updated regularly in consultation with NSO
  4. Ensure the policy implementation targets are achieved within the time frames indicated
  5. Carry out overall energy supply and demand forecasts with input from the single buyer transmission and distribution company on electricity side
  6. Mobilize resources to bring power (grid extension, mini grids or RE) to rural areas in Malawi
  7. Promotion of energy efficiency and energy conservation.
  8. Oversee the restructuring of the liquid fuels market

    9. Core Functions

    The Ministry of Energy Affairs has four core functions and these are as follows;

    1. The formulation and coordination of energy policies, planning, information communication and technology.
    2. The provision of rural electrification services.

    4. The provision of alternative energy and energy conservation services.
    5. Coordination of research and development in the sector

        6. Energy Sector Parastatals

        Ministry of Energy is also technically responsible for the following Parastatal Agencies:

        1. Electricity Supply Corporation of Malawi (ESCOM) Limited, which is responsible for the transmission and distribution of electricity in Malawi;
        2. Malawi Energy Regulatory Authority (MERA) which is responsible for the regulation of the Petroleum Industry; the electricity industry, the renewable energy industry, ethanol, coal industry and all biofuels production and utilization.
        3. National Oil Company of Malawi (NOCMA) which is responsible for management of the country’s strategic fuel reserve facilities, promote competition in the oil and gas industry and to promote oil and gas exploration activities for stability and security of supply of liquid fuel and gas products
        4. Electricity Generation Company (EGENCO) which is responsible for generation of electricity in Malawi
